29 gallon beginner

I have a standard 29 gallon aquarium with a starderd light. I tried growing plants before but didn't have the right light or sufficient CO2. I am planning on using a diy reactor. How many wats per gallon would i need? What are good hardy plants? And do i need special gravel or substrate or anything like Blackwater Extract?
 
CO2 follows lighting. Fertilizers follow CO2.

It really depends on what type of plant you want. Some plants need very little lighting. Some hardy plants include Anarchis, Java Moss, Java Fern, and I've had a lot of luck with all varieties of stem plants. If you do choose plants that require higher lighting, CO2 and fertilizers will need to follow to prevent algae blooms.
