At what point with a planted tank would I need to think about investing in a CO2 system. I have everything I need to build it, except time right now. Just wanted to hear some thoughts on the matter...

right now he has DIY lights..
8 36" 20watt fluorescent bulbs including 4 standard aquarium bulbs, 2 "floraglo" bulbs, and 2 actinic bulbs.
and that's it.

its a 250 gallon tank approx 3ft deep.

i have a few planted tanks with no co2. co2 isnt a must but it sure helps.

I'm assuming you are only talking about going pressurized. With a 250g, your options are no co2 or pressurized co2.

Mgamer's right, you can do no co2, but I noticed a very nice increase in the quality and rate of growth when I started added co2. Colors became more vibrant, leaves became fuller...but I am now pruning pretty regularly as well.
