Good to grow?

Would 2.06 watts per gallon plus diy Co2 reactor for a 29 gallon tank be good enough to grow swords and micro sword grass and other plants like ferns, moss balls, anubias, sagittaria, bacopa, ludwiga, green hedge and other plants like that. Im planning on using eco-coplete also, and if I do will it screw up my established tank?
 
I have one of those aqua-whaterever kits from wal-mart, came with a tank, heater, hood, and light etc. I was thinking of using 2x 18 watt Flora Sun Max Plant Growth Flourescent T-8 lamps with 5000K, the original 2.06 watts per gallon I typed was a misprint. So this would give me 1.25 watts per gallon. As for swords I was thinking about using rosette swords and amazon compactas.
