I am about to start a DIY CO2 regular tubing,diffuser and bottle. And I heard once a CO2 is started you cannot stop using it or the plants become dependable on it.

So if I use CO2 on Eco-Complete would the substrate be wrecked forever, or can I still reuse it without a CO2?

In other words, does CO2 have any bad effects on substrates?

no. co2 has no effect on substrate.

All CO2 injection does is add a carbon source to the water for the plants to utilize. It has nothing to do with anything else in the tank. And as stated before, it's not a drug so no addiction will occur.
