I like to get pics to my questions so here you go, this is just one type of HOB, there are a lot others. but there all basically the same
Yo man, not a dumb question. It's just all about keeping up with the lingo. To me, 10 years ago, an HOB was simply just "a filter"

DO NOT USE PENGUINS! THEY ARE THE WORST FILTERS I HAVE EVER USED! i even perfer whisper over the penguin i had! (in some aspects, but the penguin is nice in that it doesn't take up much room inside the tank compared to the whisper) but if you really want a nice filter, get a canister. i just got mine and LOVE IT!
