I downgraded my 55g to 28g. Its reef. In the new 28g i have ~40lbs live rock from old tank and 3" seachem gray coast sub. tank has been set up for almost 2 weeks w/ Indian damsel from my tank. Never seen ammonia spike or nitrites, but now nitrates are appearing. Is this right?

Could very well be since you are pulling stuff from an established tank and have almost no bio-load. What I would do is take out the damsel and put in enough pure ammonia to get a reading and then check later to ensure it is converting to nitrate.
