I know Anacharis & Coontail Spray are free floating plants but can also be placed in the substrate, but I was wondering if I do place them in the substrate will they develop a root system to anchor them down (right now they are rubber banded to small rocks)?
thank you for your help

Anacharis is a stem plant that grows roots and should be planted in the substrate for it to grow properly, but it needs very bright light, 3 watts per gallon of water. The stems that you buy are just the tops cut off rooted plants.
"Coonstail", (Hornwort), (I don't know why you are calling it "spray", I have never heard it called that before) is actually a true floating plant that never develops roots. You CAN stick one end of it in the gravel, but it will never grow roots and will eventually rot in the substrate.
