Light timer

I bought a timer for my lights today. The instructions are vague at best and it doesn't seem to be working as the lights have not turned off yet. any help? it is made by marineland. I bought it at Petco. It has little grey clips that you push down. Is it broken? How would I know?
 
I believe those ones you press down the time frame that you want the lights off and spin it to the right time. Plug it in and it starts rotating. When it hits the clips that aren't pressed down, it should turn the switch again to the off position. In my experience, those are much more complicated that need be, as you can pick up the same thing from Home Depot with clips you slide into place, green for on and red for off.

that one? you just put the clips in the hours you want it on. the one clicks it on the other clicks it off.
 
That's the one; and I did all that. So I guess it doesn't work, nothing is rotating. Guess I have to take it back. I'm really tired of taking things back to Petco... I've already had to return a broken light bulb and a dead fish in the last month. They are gonna get real sick of me.
