has anybody tried to make the live rock base on cement???
i want to make some of it... but when i cure it... it produce ph = 12...

It takes a while to get the salts (that make it porous) dissolved and out. Keep curing & changing the water as this encourages further dissolving of the salt.

I'm in the process of doing it right now. I'm working on a second batch and I was going to do a little how-to. If you want a great thread on it, look in my blog under DIY links and look for the link to reef central, there's a huge thread on it there.
Squawk is right, you have to put it in a bucket of water and change water daily for about 4-6 weeks until it stops driving the pH up before you put it in the tank.
