I have 3 either Julii corys or false julii corys in my 20 gallon tank along with 3 Odessa barbs. I have about 10 small plants, and a place for them to hide under the drift wood. They still seem to be very shy. I was wondering if its because there are not enough of them or because they are naturally shy. Anyone have any experience with shy corys, and how to overcome their fears.

How long have you keep them?

about 5 months...
They're usually sitting on the bottom of the tank, I never see them swim around.

Nice tank but lightly planted. There is not many plants to provide more cover. I would consider adding more driftwoods and plants if I were you. If it is possible to obtain plenty of Indian almond leaves, they will appreciate some leaf litter aside from covering the whole tank in heavy amounts of tannic acids.

Do you think once my plants grow out it will be more hospitable? I just planted them about a week ago and got the light today. I'm not to keen on adding dead leaves to my tank

A little water current might encourage them to play in it. A few more of the same cories would'nt hurt either. They are very social little fish.
Keep in mind every time you make major changes to the tank, it's going to rattle them a bit. Fish take time to get used to new environments.
