Hi

I got a 30 Litre tank with about 9 neons, 2 catfish(peppered), 2 bumblebees, 4 glowlight tetras and I just got 3 small angelfish.

One of the angels died about 24 hours after being introduced.

I noticed one of the other ones had some fin damage which I'm sure wasnt there and I think I saw a tiny white fluffy matter on the tip of his anal fin.

Both surviving angels are swimming a bit sluggish, like they are drunk.

Whats going on?
:(

First try a partial water change - say about 1/3 or 1/4 of the water and make sure the temperatures are the same. How do the filters or filter look? I'm not at all sure of what's going on.. More info is needed..

OK, basically you have 2 problems. You have far too many fish for your relatively small tank. If you just had the 9 neons you'd be on the edge of what's sustainable in the long term, but right now you are well over. Your fish are basically dying from immersion in their waste products, and a lack of oxygen.
Also your fish are constantly producing wastes. In a mature aquaium these are decomposed by bactria in the filter, gravel and so on, but these aren't established in a new aquaria so the waste just stays, in increasing amounts, as toxic ammonia. Getting these bacteria into your tank is the process referred to as cycling and I'm sure you can find numerous references on this and other sites to this process.
This will not work long term. Please take back most, if not all of these fish to where they came from, else they will likely all die. Research cycling, and consider adding a source of bacteria, either a commercial product like bio-spira, or filter material or gravel from a clean, mature tank (not Petsmart or Walmart). You will also likely need a test kit to test if the fish wastes are still present
Also do daily water changes of 3 or 4 litres till things look good again in a monthor so.

Angelfish are too large for that tank!!!

What are bumblebees? If they're the Gobies, as I suspect, they need a brackish water tank.

I'd take everything back, fishless cycle, and consider doing a school of 6 Neons (along with copious water changes) if you want to do something comparable to your original tank idea...or we could give you other ideas as well.

Please note also that Angels may eat Neons and Glowlights.

I agree, Angelfish "will" grow too large for that tank, and in a very short amount of time. I'm not sure how long the tank has been set up..knowing that would make a huge difference in the kind of answers you'd recieve. I'm willing to bet, however, that your angelfish were sick when you bought them and the stress of capture and moving to a new tank sent them over the top. Very young angelfish are very delicate and sensitive....most people would do better to buy half grown ones with plenty of tank to accomodate them. Adult angels need at "least" 100L of water and 45-50cm of vertical space.
