ok so we have tons and tons of little critters in our recently cycled tank. some of those critters look like they might be somewhat anemone related. we have 8 fluorescent bulbs daisy-chained together for this tank (30 gals)
my question is, is it possible that this amount of light is enough to support more reef-like aquaria?

I dont really understand the lighting requirements to have a reef, I know that standard lighting is not enough, but i dont understant at what point it is enough.
 
Well first off, could you take a photo of the life you're seeing. They are possibly something you don't want.

As far as the light requirement goes... by fluorescent, i assume you're talking about standard T12 bulbs? like those ones used in household? That will not be enough to keep any corals.

If you're willing to look to the future and wish to keep some corals, I would recommend upgrading the light. T5 and Compact Fluorecent generally are adequate for low-medium light corals.
