I just purchased a Top Fin Powerhead from petsmart to create some water circulation in my 55g tank, and when I get it home and open the box I notice that the bag that holds everything is open and the pin that holds the directional flow piece on the outlet is broke and i plug it in and makes the most horrible noise ever (even in the water).......I am taking this back 2morrow....

Ugh, I hate it when these things happen. Sadly, its unavoidable at chain stores.
I personally like marineland penguin powerheads. Had mine for over a year and a half and no problems. Also it's very quiet with some nice flow rates.

Another vote for Penguin powerheads.
I have a penguin powerhead that works... most of the time.
Q
When you go to Petsmart always check their website before you go. If the item is cheaper online...they price match their own website. Print off the page and get some savings;)

Top Fin isn't necessarily crap...you just got a broken product. And this can happen with any store, not just chains.

I aways make sure the box has not been opened. Sounds like you got a returned item. I never buy anything in an open box, unless I go through it first.
