Dechlorinator and water changes

Question number 1: What is considered the best dechlorinator to use for water changes? I currently use Tetra Aqua AquaSafe. Is there a better product I could/should be using?

Question number 2: Running a 90g tank I try to do a 1/3 water change which is approximately 30 gallons. When introducing the new water I'm not really sure I am doing it right. I know in a perfect world I would mix the chemicals with 30 gallons of water, make sure the water temp is close to the tank temp, then introduce it to the tank.

Am I wrong in skin testing the temps merely guessing that they are close, and as well running the water from the tap into the tank, adding the chemicals as I go?

most people here recommend prime, if adding the water to the tank without treating first, you are supposed to dose for the total volume of hte tank (i would add the dechlor. to the tank before the untreated water). The temp thing should be fine as long as its pretty close.
