2 months ago, I added 2 small angels to my community tank of 55 gallons. About a week later, one angel started to pick on the other, and it hasn't stopped. No matter where the "smaller" angel hides, the aggressive one finds him. I don't have another tank and I can't take him back to the store. So would getting, say 3, more angels spread aggression around?

that is a tough call..adding two more may spread aggression..but you may have a dominant male on your hands..
if you add more angels keep an eye out..I have had a similar situation happen in a tank of angels..out of 6 there was only 1 that he would tolerate.

he currently is 2 years old and 9" tall. I suspect will eventually be one of those 'freakishly large angels.
he currently is larger than other 4 yr old males i have.(he has been vented for those who wonder(seen his breeding tube)

while the aggression may be spread out by adding a few more while they are young, it will only increase to a much higher level once they start getting older and wanting to mate and defend territory. i think it would be better to find a new home for one of the angels, and use a tank divider in the mean time.
