New tank cloudy ?

I set up a new saltwater tank parameters are:
Nitrates 0
Nitrites 0
Ammonia 0
SG 1.023
It is still cloudy and i dont know the cause? All i have in the tank is live rock and sand it maybe the sand but i dont think it is it was thoroughly washed 3 times until there was no milky color left to it.

How long has it been since you set everything up. As in put in the sand placed the rock where you wanted and filled with water?
 
i set it all up 2 days ago the rock was put in its respective places.
 
Honestly... I am a total salt noob so don't listen to me.. That being said I had that problem also. I had everything in there for a day or so and it was really cloudy. I went to the LFS cause I wanted to see if it was just a characteristic of SW (I knew nothing about SW) anyway point is I added some carbon and it all cleared right up.
 
I add a filter sock and some carbon and it worked in aout 4 hours.
