I found a piece down by the creek this morning, the creek was frozen over so i busted it up and i grabbed the piece that was fully submerged. My question(s), is that piece safe since it was in a frozen stream? If i bake it, will that work on killing parasites? How long and how hot should i cook it?

many have been using driftwood they find in lakes/creeks. But what you have to worry about is determining if that wood is dead or not.
If you are going to boil then try boiling it for 10-15minutes 2 or 3 times. That will get rid of the tannins and kill what ever is in/on the wood. You can also add some salt in the boiling water, that will up the boiling temperature and also help kill anything bad.
