Anywho, me personally I wouldn't use any chemicals. The algae is there because you have a build up of nutrients. Whats your test read? Nitrates and phosphate would be the culprit here. Less this is a new setup? Post your water params and a pic would be great too.

It looks like either cyanobacteria or dinoflagellates, if you type those into google you should find some photos that'll help you I.D it better.

I'd still like to know your Phosphate levels though as they have a bearing on it.

Do you use tap water or RO or RO/DI?

My guess is that you have phosphates, so I suggest using some phosphate remover such as Rowaphos.

Exactly how many powerheads do you have and what GPH are they?

What is your lighting schedule?

What is your feeding schedule?

I know it's disheartening to look at but it can be beaten!!!
