What is this and how do I get rid of it?

that place has low flow. suck it up as much as you can with a turkey blaster and get more flow in there.

how old is the system?
 
whats your phosphate and nitrates?
are you using ro water?
what kind ph? and how much flow?
reduce your feeding and cut back on ligthing
its normal-your tank is still too young, my tank was 4 months when i had a red slime outbreak.

Nitrates are 0 but I don't know about phosphate. I'm pretty sure the water is RO, I buy the water from a store that filters everything out of the water so I don't think the water is the issue. I just added a hydro koralia 600 GPH and I have another Rio 600. I never had this problem with previous tanks but this is the first time I've had PC lights before too.
 
you shouldnt trust anybody who tells the water is really an RO water unless you check it for yourself(0 TDS)
with koralia 2 and rio 600 you have 800 gph which is 20x(great)-replacing rio 600 with koralia 2 would be better.
if you just changed your light, then its normal.

first you should really check for phosphate and your ro water (tds reading is).
best thing you could do now its suck all that up and do w.c

Thanks for the help. I was going to upgrade the Rio to another koralia soon. I read that I should have 1000 gph or is 800 fine? And how is it that when I have two 600 gph powerheads, it only comes out to 800 total? What happened to the other 400?
