Let me see if I can offer some help. I'm sure that I might get one or two of these wrong, but I'm certain someone will be by shortly to correct me.

1. what is the name of this plant(the tallest one)

--I believe this is aponogeton undulatus.

2. How to cut it

--Scissors work well.

3. can it be multiply, and how

--Yes. The plant produces flowers with imbedded seeds. The seeds can be removed and germinated in a small container of water (a windowsill works great for me). Once the plantlets start, float them until they can be planted.

4. How to make the plant grow more "laterally" and dont grow high too fast

--Not possible. It is simply a tall plant that demands high lighting.

5. There are many green aglae on the tank, what is the most effective (biological) way to remove it. I already have some algae eating fish

--Nutrient control is my preferred method of control for algae. Mechanical removal is required in some instances.

--Not unless you want to remove the plant or move the location.

7. how to know when I have to add liquid fertilizer

--I could not judge this from afar. It is a "depends" sort of thing. You can start by adding a l-i-t-t-l-e, observing and then adding more as required. If you start seeing signs of algae, resort to the last measure, after you have done a partial (40-50%) water change.

8. when I have to add soil fertilizer

--If you are using the solid plant food spikes, add a new portion (usually 1/2 stick) every month.

9. what is the time I have to add fertilizer

--I'm not certain I understand what you are asking, but if this refers to the time of day I would say any. Morning just before lights on is good, but any time of day will do.

10. How to avoid the "air root" grow from the upper part of the plant?

--This is just characteristic of some plants. You can remove them manually or use foreground plants to hide the 'air root'. Providing more substrate fertilizers may help (since the plant is using the root to extract nutrients from the water column), but I am not completely certain that would help. I just cut them off.
