surface sucker on planted 10

would a surface sucker/skimmer on a 10 gallon planted take away the co2 from my system? Right now I am having problems with a "oily" surface. I would be configuring it to my whisper 20 by using a U shaped tube. Has anyone tried this or have any comments?
