My 10g tank has cycled and is finally doing ok; I had some extra hygros from my 25 gallon so I decided I would move them to the 10.

In the 10gal I have the standard issue blue gravel (the stuff that us noobies all buy at one point in our lives) :-) I bought some ecocomplete to add to the tank but don't want to kill the existing bacteria. Can I just add the ecocomplete and mix it with the gravel that's already there to get a nice thick layer?

I don't see the problem with adding substrate to an established tank. Go ahead.;)

I haven't done it my self, so I do not know from experience...but I know I've read and heard several times to not cover with new substrate. Although I have completely changed mine with no problems before, so i don't see how that would be much different?

I think adding a thin layer at a time is best, after lots of gravel vacs. You don't want to bury any wastes. Some of that Eco is going to fill in the spaces in the gravel. Don't set yourself up for gas problems down the road.
