30k on a fish is a lot, but relatively speaking it's reasonable... if he's a millionaire then it would be like me spending $30 on a fish... and it's for a hobby he loves. people spend 30k on stamps and coins and comic books and baseballs, and jewelry, etc......
congrats on the fish! and i'd like to know about the insurance too. is there such a thing as fish insurance? i know there are a lot of rare and expensive fish out there... how does insurance work for these things?
