I was planning on setting up a new 20 gal long tank with some plants and already have a 20 watt bulb and hood.

I know 20 watts is a nice amount for a low light 10 gallon. My reasoning is that since a 20 gallon long is the same height as a 10 gal the lighting would be about the same. Is that a correct assumption?

I want the tank to be a low light, low maintenance planted tank.

That really is going to be a low light tank.
Do you get good coverage throughout the entire tank surface?
I wouldn't think so.
I would consider adding 20 watts.

A ten is 10x20", or 200 square inches. A 20-long is 12x30", or 360 square inches. Your light intensity per unit area is going to be only 56% of that in the 20. That is a very significant difference.
