Try placing a rug or sponge under the airpump to minimize the vibrations responsible for the noise. As for the ferts, if your plants are rooted, you'll need the solid ferts which must be buried under the substrate just near the roots so the plants can absorb the nutrients needed. Liquid ferts work when plants simply pick the nutrients on the water column.

The verbiage in your question implies to me that your reading the information set forth at Rex Grigg's Site (http://www.rexgrigg.com/index.html) would be beneficial.
Should you not desire to "get into" dry fertilizers the Seachem Dosing Chart (http://www.rexgrigg.com/index.html)may provide a guide.
Please repost with questions.
