Lighting questions.

I have a 40 gal planted aquarium. I'm currently at slightly over half a watt per gallon. Obviously, I need more light.
The top is all DIY, so I have no prefixed hood or anything like that. I need some sort of lighting that doesn't...well, suck so much.
Ideas?

I could probably attach a ballast or something, I just need some sort of fixture and appropriate lighting. I'd like ~2 wpg.
 
The top of my tank.
White wire shelf bar with the light on top of it. Very makeshift.
The mesh has been replaced with cross-stitch matting.
 
PC is a great option, but T5 is a spectacular option. More light output than PC at the same use of energy. So not only do you pay less money on the electricity bill, you also make your plants happier. In fact I'm looking to switch over to T5s on all of my systems over the next few months.
 
I agree with Echo, I use PC and NO fluorescents currently, PC I still like, but the next lighting purchase will be HO T5. I've heard a lot of good things, and will be going that way for lower heat output and better bulb selection.
 
Oh that mesh goes between the light and water?
