4in.
I'd say 20lb, maybe a little more just in case.

Why? Unless you have something stirring up the gravel full time (and hardly anything will keep 4" of gravel stirred up) you'll have a whole bunch of anaerobic pockets in there, waiting to kill your fish.
anerobic in gravel, isn't as common as it is with sand... Even though I do agree that 4inches is rather high.

I would go with 25 pounds.

10 lbs per 1SQ feet medium gravel.
15 lbs per SQ ft of sand.
So you need around 25lbs.

4 inches of gravel is just asking for problems, as already said. I use very little gravel (or none, depending on the tank), just a very thin layer to cover the bottom is good (about quarter of an inch). Not enough to bury plastic or live plants I know, but you can put them in terracotta pots if you like the looks of it. I just fill the bases of plastic plants with gravel, you can still see the base but it looks ok to me.

I used 40lbs of sand for my 55gal and I think that was a little too much... so I'd go with 20lbs or so for the 29gal. And yes, 4" of gravel is just asking for trouble.
If you want to grow some plants in the future, consider adding laterite to the gravel or just putting in Flourite, a planting substrate.
