Hi, I just recently got an used whisper e filter, but when I plug it in, the water doesn't flow. Is there something I have to do to make it flow, or is it just broken?
 
okay nvm, after lifting up the little tuby thing, it starting making a lot of bubbly noise and it alive!! But I have to say, a lot of dirty materials came out of the filter, cause it came used. Should I replace the water, I was using water from my old fish tank, so it wouldn't go through the cycling process, but now its too dirty again.
 
Water from your old tank has very little bacteria in it. The bacteria needs a surface to grow on. So go ahead and replace the water and then take some old filter material from your other tank and use that instead. Or else take some decorations or some gravel. Whate ever you use to jump start the aquarium don't forget that all the bacteria will die off in 24 hours if it doesn't receive new food. This means adding an ammonia source or else adding fish. If you do add fish remember that there will not be a full compliment of bacteria so you will have to test for ammonia and nitrite and then do water changes if they are detectable.
 
actually it takes a lot more that 24 hours without food to kill off the nitrifying bacteria. change your water at will, it won't slow down the cycling process.
