Penguin 330 spilling over the middle

Ive been using a penguin 330 for about 9 or 10 days, and the other day I noticed it slightly spilling over in the middle. I thought it might have been from clogged media so I rinsed the filter pads and floss out, but it still spilled over. So the I took the pads and media baskets out of the filter and it still over flowed. Just about the only thing I havent done is took the filter apart and put it back together again. If anyone else has had this problem and fixed it I would like to know how.
 
This is a design problem with the penguins, it happens to countless people, that and the bio wheel spinning. When I had a penguin 125 on my 10g tank months and months ago, I had the same problem, it kept over flowing and nothing I did stopped. I just left it and didn't worry about it, it was fine. I looked back on it about a month later and it was normal, no overflow. There really isn't much you can do, sorry.
 
are your pads new or rewashed?
Rewashed plug as the carbon inside prevents the flow.
BTW NO this is not a design flaw its some how pluged up.Did you pull the impeller and its basket.
Is it level not tipped forward at all?
 
The pads are about 10 days old. They dont have carbon in them because I ripped up a side of each pad and shook it out. I even took the pads and media baskets out of the filter and it still over flowed. I havent took the impeller out, but thats next on the list. I dont think its tipped forward.
