All depends on your lighting/co2/ferts
Some good ones are:
HC
Hairgrass
Glosso
Dwarf clover
Micro tenellus
Elatine Triandra (my favorite)
Moss (if used right)
Riccia (if used right but is the worst beautiful plant ever!!!!)
Few more (rare/expensive ones)
Utricularia graminifolia
Crypt parva
Pellia/Subwassertang

dwarf clover would do okay in low light just will spread very slow. Hairgrass may be okay depending on how low we are talking about, moss ofcourse and as bkw mentioned the dwarf sag.

1.3 wpg or 2.0 wpg
1.3 - marsiela minuta (spelling?) and moss would be fine
2wpg - Hairgrass, Glosso (if co2 and ferts are in check, Dwarf clover, Micro tenellus (but might not gain the bronze color), Elatine Triandra (if co2 and ferts are in check), Moss, Riccia (if co2 and ferts are in check), dwarf sag, micro sword (but its a very slow grower, only does good and fills in a foreground if its under high light/co2)

I think Dwarf clover = Marselia (now choose minuta or quadrifolia or other M. species)
I think Hemianthus got left off... HC for high light applications, HM OK w/ lower light setups - will require frequent trimming though.

I'm gonna have to disagree. Under low light, HM grows tall and leggy, more of a mid to background plant. Hard to keep trimmed down while still looking decent.

Well for my ten, its 3WPG, and i dose with Seachem setup and 5% water change, which im thinking of upping to 20%. Also running Co2 with a 30G filter.
For my 100 thats not setup, and Im carfully setting up, it will be on Co2, dry ferts and im looking for high lighting [still researching.]
I will look into all of your ideas and see what I like best...

if you want to prevent buildup of excess nutrients i would up it to 20-40% wc weekly. 5% as according to Seachem dosing chart isnt enough.
For the 100 i hope you will be going with pressurized co2. Since many foreground plants may go into shock and melt/die if they go from a small tank with good light/co2/ferts to a large tank which lacks some key element. Try your best to mimic similar conditions.

Well, ill probably just let them grow in the 100 and just scape them and trim them when needed. For the big tank, im more then likely going pressurized Co2.
look into ahsuppy for lighting.
