I havent used that particular light, however I do have two jebo PC light strips. They work well, the fans tend to need to be cleaned often and crap out, but are easily repalced with computer cooling fans.
As far as if its good for a ten gallon, that really depends on what your intentions for the tank are. Are you going planted?

i have some glosso...but my 18 watt is not really good for this plant. so i am looking this one...with 2 18watt.

That would be about 36 watts total, so a bit over 3.5 watts per g. Are you prepared to do Co2 if needed on the tank to control algae and accomadate ferts for the addition of light? If so I think this would be a good choice for you. Yeah, it has cooling fans in it so the fixture doesnt get to hot, or it should. If youll notice the vent slots on the side of the fixture in the picture, that should be where the fans are located..
i see...well i already is running co2 in the tank and i also have the flourish tabs in. all i need now is the lights!
