How long can the fish stay in the bucket while I change the substrate? I have the biowheel floating in with them.

No but my house and room is so warm I haven't used a heater in about a year with no sickness or deaths yet.
Ive kept fish in a bucket for a day while i was redoing a tank. Just make sure heater and filter and airstone are running
If they have an airstone, I would think you could finish before they needed a water change. You could get one of the 10-15 gal plastic storage bins from Walmart to use as a cheap tank if you needed something temporary.
