this fish pretty much has been staying on the top for the past 2 days, he moves a lot then goes back to the same spot, does this mean he's dying?

doesn't look like he is about to keel... fish have various reasons for swimming about... to find food, to try to breed, to try to keep other males from breeding(since this is a male we are talking about here)

food is generally well taken care of in an aquarium... I don't know if you have any females so... and some times fish can get lazy, life is good, learned already that nothing is to be feared, got a full belly, and happens to like how the current or lack there of is in a particular spot

I'd say he's looking for food, 'cuz he's a little fatty!

Hangin at the top is an indicator of stress, I'm assuming your tank is un-cycled. As it is VERY overstocked, you're going to run into ALOT of problems unless you return the mono, the angelfish and the clown loaches. All of which need to be in schools of 4 or more (aside from the angel, which does need be in schools. just not as large). The min. tank size for an adult angel would be a 50g, the min tank size for a clown loach (90g), mono (100+g). Unless you want to throw your money away and suffer alot of disappointment, I'd return those fish immediately. If the store you got them from won't take them, then another store in your area will. However, keep the neons, the danios and the guppies as they'll do perfectly fine once the tank is cycled.
