Poor flow out of a DIY PVC Overflow

I built this over flow: http://www.aquariumlife.net/projects/diy-overflow/120.asp

Got everything set up, went to try it out, and I'm only getting about 50 gph. It's 3/4" pvc piping all the way through. The creator of the design said it kept up with a 200gph pump easily.

I backtracked everything but I'm at a loss...any suggestions?

got a pic of what uve made? did u siphon is properly? is it submersed enough in the tank? is the drain pipe closed in teh end? any corners?
