My ph is around 8.3 here. We have hard water, and the ph won't budge using standard up/down chemicals. How do I get the water softened enough to get the ph to come down but not so far as to have trouble keeping the ph stable? It's a 55 gallon with a few live plants and various barbs.

Injecting CO2 will work and will help the plants a LOT. You can get about 0.8 to 1.0 lower pH, depending on how you do it, maybe more. Your tank size will make DIY CO2 a bit difficult, but for about $200 or less you can get a regulator/needlevalve/solenoid combo, add a tank, add tubing, make or buy a reactor.
How hard is your water? Are we talking 8 degrees or 18, for example?
Our water is around 14 degrees

Bummer dude, that's really hard water. You may consider a cichlid tank or fish that like the really hard water. Or anonapersona's idea of using CO2 will work.
Go African rift lake cichlids...all the way....
