Need help with protein skimmer berlin 25-250

I bought a used berlin 25-250 skimmer and can not get it to skim. The person had a red sea pump on it and whisper 60 air pump and it just doesn't cut it? What can I do, and need recommendations on what to change the pumps to?

I would look into doing the turbo upgrade myself.
