I bought myself a pair of filter shrimp, looking to be older (they're around 3-4 inches) to put in with my community tank and upon finally letting them out into the tank they dove for a synthetic fallen log and immediately made it their new home. They spend every moment of the day clinging to the top of the log (inside of it) where my cory usually spend a little down time during the day. Is it normal for them to be so painfully shy? And would they be a danger to my smaller tetras, or dwarf frogs?

As far as I know, they shouldn't be a danger to any fish. Shrimp by nature are shy, they're on the bottom of the food chain. Their personalities only really come out in invert only tanks IMO.

Yes, most filter shrimp tend to be shy. They also have little reason to move around once they find a good feeding spot.

They're harmless to your other inhabitants.

As far as I know, there are 2 types of filter feeding shrimp available for aquaria. Bamboo Shrimp, and the Vampire/Giant African Filter Shrimp. I assume the OP means the Bamboo shrimp because they are way more common. I have a bamboo shrimp in my community tank and he has never caused any fish any problems, they are absolutely harmless. :)
