surface agitation

I want to return water to my tank via a spray bar above the water line at one end of the tank, causing the water to break the surface creating oxygen for the fish.

Is this bad for the plants?

If so what other methods are there for oxygenating the water & keeping the plants happy?

The plants themselves will oxygenate the water. There is no need to have extra surface agitation. Actually it becomes a problem if you ever decide to inject CO2 as it causes the gas to be lost into the atmosphere.
