Is this overcrowding my tank?

I have a 38 gallon tank and I am running a Emperor 400 Filter. The tank decoration I am using is three Artificial Amazon Sword Plants and a Large Penn Plax stump decoration that has multiple hiding places in it.

The tank is stocked with One Iceburg Blue Cichlid of about 4 inches in legnth, One Galaxy King Pleco of about 4 inches in legnth, One four bar cat fish about 2.5 inches in legnth and a pair of Ram Cichlids. I want to add another pair of Rams to finish it off but dont want to overcrowd.

biomass would probably not be a problem, but there is more to consider. how big is the territory of the pair of rams you have, and if that is not well defined have they tryed to breed yet? I am not familiar with the common names you have given for the other fish, but if you doubled or more the teritory taken by your current pair of rams would the pleco and other fish have room on the bottom if that is where they hang out?

Yeah the Pleco stays in the stump decoration's bottom mainly, while the other cat fish stays down in under the stump decoration. The Rams seem to like to hang out in the Amazon sword plants mainly though I do not think that they have tried to breed as of yet.

unless you have two areas like what your rams like your current rams would probably apreciate not having the competition for their faverite spot
