My friends beta is acting weird! He is laying at the top of the bowl she has him in and does nothing, if the glass is tapped she says her fish moves a little then returns to laying at the waters surface. Is this normal? Is there anything she can do to help her fish regain its fight?

get him into a bigger environment that will be more stable and easyer to clean with out completely tearing it down.
bettas can continue being alive in small containers like is usually recomended for them, but are much happier in a small fish tank with filter lights and maybe a few live plants
the other thing to consider is that most male bettas available for sale are not spring chickens, most are a couple of years old already and thus you have a geriatric betta on your hands even if you have only had him for a year or two.
bettas can live for seven or more years with a good roomy envionment and every other day feedings but tend to get more mellow with age

yea i had two male bettas in the same tank 10g for a while a long time ago when i didnt know anything about fish. they didnt fight they were very boring fish to watch. i think they were just old bkuz they jsut died suddenly even with excellent water and they had no fin damage.
i have since moved on to bigger and better fish and tanks.
Lethargic bettas in my experience tend to mean that they don't have a lot of time left. Of course they can sometimes just hang onto life for months at the end. I had one that stopped eating and it took him months to pass on. I kept hoping that he would get better but I guess now that I should have helped him to the afterlife a little sooner. Poor guy.

On a side note.....
My daughter has a Male Betta in her 20 gal. and it's show fins have never been full, they're always tore up in one way or another. The tank is very healthy and no other fish in the tank have any fin rot whatsoever.
Any ideas? Is this just a sign that "Jim" is getting old?
He's probably tearing his fins on the gravel or plants or the filter intack. Bettas are very good at getting ripped fins. Otherwise someone is taking a nip at him.
