how long should i leave the uv sterilizer off when i add in the bio spira?

Are you setting up a tank?
If you are i would leave the UV off till the tank was fully set up. THat will allow the bacteria to get a foot hold in the tank. The UV light will kill any water born bacteria that flows through it.
