ok i lied its not completely DIY... i am using the lights from an existing 1 but i need to build the canopy. any ideas on wat to use to separate the lights from the water? i mean cover wise

Use Lexan or glass... plexiglass tends to discolor and craze (tiny spiderweb of cracks) under heat and light. Lexan or glass won't do either... Glass is cheeper and easier to work with but can crack if you drop it... lexan you can hit with a hammer and it doesn't matter.
I think glass is easier in the long run to keep clean and has a lower refractive index than lexan.

alright i have finished! heres some pics. it was quite simple to build it. i took the lights from an existing hood and attached the plastic peice i found to it with electrical tape. than i put tinfoil over the open areas so water couldnt get in and taped it together. than i attached to 2 blocks of wood to the wood. i used electrical tape to attach it together, than i put a nail in the tape on each side, front and back of the light. i took more tape and wrapped it around the existing and covered it with more tape to ensure it wouldnt come off. the

A fluorescent shoplight that doesn't cost more than 15 dollars would work perfect and maybe you can grow some plants.
