Try looking up "dropsy" on google and see if this is what your fish has. If so, it is a symptom of an internal bacterial infection. What are your water parameters (pH, ammonia, nitrite, nitrate)? If you don't know, take a sample of your water to a nearby fish store, they nearly always will test it for free. Your fish should be able to swim normally even when pregnant, and it is abnormal for their scales to stick out unless there is a disease as well.

Thank you for your information I think she has dropsy after looking it up I put her in a 10 gal hosp. tank and I added 2Tbls of aquarium salt and she appears to be doing better (she's not standing on her head anymore) and she is swimming around. dont know if she'll heal 100% but I see less bloating. will cont. water changes and salt treatment. ONE DAY AT A TIME :)
