Betta Problem - Unusual Illness (with pics)

My sisters betta started turning yellow in spots on its head and body recently, its been like this for a good few weeks and she's had the fish for months. No change in behaviour or appetite but it just looks a bit scruffy in the fins and has these yellow patches. It was a rescued fish and my sister keeps him in a 2g bowl, she does a 100% water change every week and smaller water changes every day. He's fed live foods and premium pellets. Water quality is good, no ammonia nitrite or nitrate. Have tried primafix and melafix. Any ID on the condition would be great.

I'm no disease expert. The fish should have been kept at temperatures of 78-82 degrees. Bettas kept in colder waters are very susceptible to disease.

I don't think I would jump to a conclusion that it is fungus. True fungal infections are very rare. What we often think as fungus, is a bacterial infection. Not many people know bacterial infections are very common occurrence around the hobby. TropicalNorth, any pics please?
 
He did post pictures and he said that nothing else changed but fins look scruffy and those yellow patches all over. i thought of fungus because i was thinking of betta and standing water, but it was just a guess because sometimes it's very difficult to say what the problem is. i just can't think of anything else that would look like that. any thoughts?
 
Without more information it is hard to tell anything but looking at the pictures posted, this betta does not look well. It states that the fish is feeding ok but looking the pics it is out of proportion like a fish that is not thriving. More info please, age of fish etc.
