Hello i was wondering on how close or far i am to being at stocked level for my tank's capacity. It's a Eclipse 37 Gallon tank with the all in one hood filtration system, and a 30 gallon rated sponge filter. The tank is currently medium to heavily planted with at least 5 types of crypts, giant hygros, ferns and anubis which probably takes up a quarter of the tank.

Current stock:
26 cardinal tetras
6 otos
5 panda cory

Maintenance:
25% water changes weekly.

I want to max out the cardinal tetras as much as possible.

Thank you

Stocked IMO, but not too much overstocked, if any. Increase the amount of water changed and you should be set.

Sadly its an eclipse hood which has less then 1wpg so i couldn't do much with the plant situation. O well...

I wouldn't worry too much about the lights. Your plants are mostly low lighting and relatively undemanding. Try the Nymphaea lotus. You have to trim down the leaves that reach the surface as they will block the whole tank off its light.

add some ludwigia. mine grew great when i had an anemic light over it, and grows very quickly with a much stronger light over it now.
