I am having trouble with a re-occuring leak problem with an old fashioned tank.

I cut out my last resealing job and slathered it on so thick on the bottom that I thought I'd be OK. I used half of my 10 OZbottle of silicone. NOT the regular size, the super size that fits into the caulking gun. I don't know how this thing can physically leak with the thick silicone layer.
Nope...this evening my stand is wet and there's water dripping on the floor. Are the old fashioned tanks just extra prone to leaking?. Has anyone resealed an old fashioned tank here?.
Should I strip the black hard substance from the bottom and reseal it from the outside with silicone too?. I love the old fashioned look, hate it seems extra leaky prone. Also I have no other 20 gal to put into this slot.

by old fashioned, do you mean the kind with the slate bottom and metal frame?
