I have these plants in my tank and they are doing well, lots of new growth and roots hanging down. My corys have decided to pull them up. Can I just put rocks on the places with the roots to encourage it it root in the substrate?

That is indeed Hygrophilia Polysperma 'Tropic Sunset'
The roots you see are water roots or aerial roots. The plant is sending them out to absorb nutrients in the water column. If you don't like them, simply pinch or cut them off.
Propagation is done by pinching or cutting the stem just above a node and burying the stem in the substrate.
