I did this 2 months ago, got the level 2 access, and never went ahead and got the permits because I got busy. I have no idea what you use as a PIN. Is this while you are registering? If so, are you supposed to come up with your own PIN for later on? If you never actually entered your own PIN, how can they be asking you for a PIN?

You apply and are granted level 1 first, this gives you a pin/pw to use to gain entry to apply for level 2. Once you have applied for level 2, you will get an email. At that point you need to see a Local Registration Authority to prove your id, then you are granted level 2 through emial. At that point you can apply for permits.

I am thinking permits to sell for the fish hobby?
Where can I apply if I am in maryland, or is it different every state?

The permits are for shipping mystery snails.

I'm in Maryland too and got my level 2 access granted by a government site off of Muncaster Road in Gaithersburg/Rockville Maryland. I cannot remember the name of the department that issues the permits, but it might be the Department of Agriculture. I believe their headquarters is around Calverton/Beltsville, Maryland right on Powder Mill Road, so we are lucky in the regard.
And yes, the permits are just for shipping the snails across state lines (i.e., Interstate trade). You don't need permits to ship them intrastate (i.e., within the same state you live).

Curios... is the permit thing only for snails or do you need one for shipping any fish/invert?

You only need it for species which are restricted.
I was never told where to go or who to see, just that I needed to do it. You need to fine a local registration authority after applying for level 2.

I just decided to try 1 more time before calling them. I put in a 4 digit pin and validated it and then hit submit and it was sent. I got an email after i hit submit telling me to go to the usda center to show my ID.
