Okay i need some advice

Hello again
i have changed my 120 gallon over to salt water.
so far i have added salt
about 3 inch of crushed coral, reefsand
about 20 lbs of live rock and about 30 lbs of bleached coral.
ammonia is zero
ph is 8.2
salinity is at 1.25 ppm
nitrate is zero
nitrite is zero
filter is a marineland emperor 400
and i'm getting a skimmer after i cycle because i have heard the skimmer will make cycleing take longer[ how true is this]
my question is how will i know when i can add fish ?
also if i add some blue devil what type of fish could i add after that?
i don't want the blue devils to be eaten or to kill any other fish i add?
oh yeah i plan to keep the tank as fish only with live rock

For cycling.

There is no need to use fish for cycling as most paople do for FW tanks. This also solves the problem of what to do with your Blue devils.
