I want to clean out my filter tomorrow. Do I have to have a new white top filter, or can I just rinse it out with tank water?

No, it's basically floss for fine detritus. You really can't rinse because it's so fine nothing will come out.
Just go to the LFS and get some filter floss very cheap.
